UPCASE v1.0 -- Change characters in several files to upper case

Usage:
UPCASE [-b:e:hHrv*] infile.. [{>|>>} outfile]
Options:
-b<n> The translation begins at column n. If n is 0 or negative, it is
computed to length(line)-n. Default is n=1
-e<n> The translation ends at column n. If n is 0 or negative, it is
computed to length(line)-n. Default is n=0
-h Display this help screen
-H Display another help screen with notes and examples
-r Respect quotes. If -r is specified together with -b or -e, only
quotes in the given range are respected. Quotes are <'> and <">
-v Display version info and information about the author
-* Display internal information (for debugging purposes)

Notes:
UPCASE reads from stdin if a filename is -. The output is always directed
to stdout. The line lengths are restricted to 255 characters. Longer lines
will be cut. The errorlevel is set to 1 if help has been displayed. It is
set to 255 in case of an error and 0 on normal completion. Output resulting
from multiple input files is appended to stdout. The processing order for
wildcards depends on the order of the directory entries. UPCASE returns
nonsense for binary files.
Examples:
UPCASE *.TXT
Change all *.TXT files in the current directory to upper case and append
them to stdout. The order is the one DOS's dir tells you.
DIR | UPCASE
Displays the directory in upper case letters.
UPCASE HEADER.TXT - FOOTER.TXT
After processing HEADER.TXT the user must input text from the keyboard
until Ctrl/Z (=EOF) is detected. Then FOOTER.TXT is processed. All output
is appended on stdout.
UPCASE MYPROG.PAS -r
Translate MYPROG.PAS, but don't change the quoted strings.

Additional information:
UPCASE is one more lower-to-upper case converter. What makes it useful to
me (and maybe U 2), is the -r option which ensures that UPCASE does not
change the case of strings enclosed in <'> or <">. This makes it useful
for source code.
